PHII was delivered with DEM tiles and las swath, unclassified. NOAA digital coast cut the swath into tiles and I got a copy of them.
The tiles were in geographic projection as far as I could tell. I projected them to UTM. 
Also, the Bnd file is where the data exists. there seems to be a tile missing in the lower left. 24751575 tile is Grenada lake and
just contains water.
